The outer layer shows where work enters, moves, pauses, and returns. It makes the current rhythm visible without creating authority or deciding who must contribute.

how humans and agents contribute while it moves
Inside the flywheel, humans and agents contribute as their knowledge, capabilities, and perspectives become useful. Accountability stays visible; it does not require one participant to carry every part of the outcome.

The innermost layer keeps authority attached to the governing work. It names the bounded outcome, the evidence and recovery required, the limits of independent action, and the review that must remain independent.

What counts as a return
The useful return is the one that advances shared understanding or the agreed outcome.
An implementation
when the next useful contribution is something that can be built and tested
A question
when uncertainty needs to be surfaced before the work can move well
An observation
when the work no longer matches the evidence or the stated intent
An alternative
when another path could serve the outcome better
A prototype
when making the idea tangible would teach us more than further discussion
A request for another perspective
when another participant is better placed to see what this one cannot
A question can be good work.
The operating contract
Authority, evidence, boundaries.
The dashed line marks an evolving contract. It reflects what we have established through practice so far. As evidence changes our understanding, we can revise it. Each governed piece of work still names its authority, evidence, controlled boundaries, and independent review.
Authority
What the governing record already authorizes, and which decisions remain with the Owner.
Evidence
What must be shown so the work, its effects, and its state can be trusted.
Boundaries
Where the authorized work ends, where independent review remains required, and what must stop for a new decision.
